Raissman: Growing pains for NFL Network

The following is not a blanket indictment of the NFL Network. But thanks to Time Warner Cable, our local cable monopolist that finally caved to Roger Goodell, a new set of targets are now in sight.

Rich Eisen, NFLN?s frontman is an engaging guy. He?s got a lot of gameshow host in him too. During Thursday?s pregame leading into Browns-Ravens, Eisen said Baltimore having to play Sunday night then return to play Thursday night was a tough situation.

Who created this mess? Eisen did not address that. If Eisen was for real, he would have somehow ? even subtly ? explained how NFL owners, for the benefit of NFLN and their bank accounts, added five games to its ?Thursday Night Football? schedule creating a hardship for participating teams and severely compromising the on-field product.

Instead, he treated viewers like morons. An honest explanation was not a high priority for Eisen.

Still he didn?t come off nearly as clueless as Michelle Beisner, an NFLN reporter who was in Seattle for the controversial finish of Packers-Seahawks. After the game she interviewed Pete Carroll on the field, but never ? no never ? asked one question about the way the game ended. Or the replacement officials call that gift wrapped his illegitimate win.

Instead, Beisner asked the following crucial questions: 1)?Coach, congratulations. What an unbelievable victory and finish. What do you have to say about this team right now?? 2)?Your defense, eight sacks in the first half. Talk about what your defense was able to accomplish tonight?? 3)?And how do you feel your young quarterback (Russell Wilson) handled the bright lights of Monday night football tonight??

This was embarrassing. Doubt NFLN suits will be running Beisner?s one-on-one in their best interviews of 2012 segment. Beisner shouldn?t take a solo hit here. Whoever was producing this segment should have been in her ear screaming: ?Ask him about the play.?

Bet Steve Mariucci would have. Unfortunately, if you haven?t played in the NFL you might not understand what he?s saying. Mariucci, one of NFLN?s marquee personalities, often sounds like he?s sending in plays to a QB. Not only is he too technical, he appears to be reading from notes. Someone at NFLN should remind him about the virtues of spontaneity.

Mariucci is not nearly as technical as NFLN game analyst Mike Mayock, who sounds like he?s in a film session with coaches rather than broadcasting to the unwashed masses.

Still, for us, NFLN is well worth watching. The reasons should be obvious.

ESPN BOOKING ISIAH?
There?s a lot of NBA stuff going on at ESPN, as the Bristol Clown Community College faculty searches for new talent. Reports had Isiah Thomas auditioning (he was in Bristol Wednesday) and, according to NBA stoolies, Mike D?Antoni also took a shot at a gig.

The Thomas stuff is interesting. Are ESPN honchos looking to pair Zeke with Magic Johnson, his long-time nemeis, in ABC?s NBA studio? The matchup could produce major sparks, something the sleep inducing show desperately needs.

And if Thomas were to get the gig, how close would he be tracking the Knicks and James (Guitar Jimmy) Dolan?

FORGET-ME-YES
These multi-media former quarterbacks should keep better track of what they are saying or risk being accused of flip-flopping.

Like Rich Gannon. On Sunday?s Jets-Dolphins CBS telecast he said: ?I don?t want to hear Jets fans blaming (Mark) Sanchez. It?s on his receivers. They can?t get open.?

Yet a day later on CBS Sports Network?s ?NFL Monday QB? Gannon said he ?doesn?t believe? in Sanchez.
The dude is confused. Or just forgot what he said Sunday.

INSIDE THE SNOOZE
Leave it to Cris Collinsworth to add a bizarre twist to the replacement referee mess.

Under the unwatchful eye of the replacements, Collinsworth said, the NFL returned to its rock-em-sock-em days. ?Nobody can tell me these games haven?t been more physical. It?s like going back to the ?60s or ?70s kind of football,? Collinsworth said on Showtime?s ?Inside the NFL.? ?And you?ve got the Kardashians refereeing.?

Maybe Collinsworth can get a Kardashian to be a guest panelist on ?Inside the NFL.? In that department, the show is now 0-for-3. Though Kris Jenkins, the latest chair warmer, would put on a show, but he wasn?t his feisty self. Clearly the Showtime/CBS brainiacs need some advice.

Bring in Tony Siragusa to mix it up. With this guy running his mouth, no one will fall asleep after the first half hour of what used to be a thrill-a-minute show.

NAME THAT MAN!
John (Pa Pinstripe) Sterling must have wanted to keep it a big secret. Tuesday night (Yankees-Twins) Suzyn (Ma Pinstripe) Waldman had the night off and another voice was yakking with him.

Joined the game in progress and had no idea who the guy was. Sterling didn?t identify the dude. He kept it a secret. Like he does with the score. The only way we found out the mystery guest was Jeff Nelson was by reading about it on Twitter.

The sheriff is skilled at keeping law and order in a league populated by thugs and creeps, but he ain?t that tough. After the Monday night fiasco in Seattle, Goodell went into hiding, refusing to face the music. The sheriff shouldn?t worry though, his media valets (the ones whose constant rap was ?he works for the owners?) will always be willing to give him the benefit of the doubt. Oh, what a lucky man.

What Roger Goodell said (about call ending Green Bay-Seattle game): ?....That?s the beauty of sports and the beauty of officiating. There are controversial calls and people see them differently. I understand that. That?s the beauty of sports.?

What Roger Goodell meant to say: ?Jerry Jones handed me that ?beauty? line. The replacements got the call wrong. The Packers got jobbed. The deal got done because of it.?

CARSON, Calif. (AP) - Alvaro Saborio scored three goals as Real Salt Lake moved into second place in the Western Conference with a 4-0 win against Chivas USA on Saturday night.

Paulo Jr. also scored for Salt Lake (16-11-4), which took over sole possession of second in the West. Salt Lake began the day tied with idle Los Angeles and one point ahead of Seattle, which had a draw at Vancouver.

Chivas (7-16-7) remained last in the West after losing their sixth consecutive match and saw their scoreless streak reach a season-high 442 minutes.

Saborio scored two early goals to help give Salt Lake a 2-0 lead after 12 minutes. He completed his hat trick in the 65th minute when he hit the underside of the crossbar and saw the ball bounce over the goal line in the 65th minute.

So poor an income stream combined with rising debt trap can reach the person completely.

Debt is one of the main problems for the management of personal finances, there are a multitude of financial companies that offer credit cards and various types of loans with really simple requirements, we know that these can charge very high interest rates and change the conditions thereof, causing it to lose control of debts.

Managing personal finances is one of those areas that need focus and discipline to reach the proposed goals and targets. The alternative is a debt burden is unsustainable. Two important attitudes for managing personal finances are spending responsibility and commitment to reach our financial goals.

New SARS-related virus doesn't spread easily between people

LONDON (Reuters) - A new and potentially fatal virus from the same family as SARS which was discovered in a patient in London last week appears not to spread easily form person to person, the World Health Organisation (WHO) said on Friday.

In an update on the virus, which has so far killed a Saudi man and made a patient from Qatar critically ill, the United Nations health agency said it was working with international partners to understand the public health risk better.

"From the information available thus far, it appears that the novel coronavirus cannot be easily transmitted from person-to-person," it said in a statement.

The WHO put out a global alert on Sunday saying a new virus had infected a 49-year-old Qatari who had recently traveled to Saudi Arabia, where another man with the same virus had died.

The Qatari was described as critically ill on Tuesday and is being treated in a London hospital. No new confirmed cases of infection with the virus have since been reported, the WHO said.

The new virus shares some of the symptoms of SARS, or Severe Acute Respiratory Syndrome, another coronavirus, which emerged in China in 2002 and killed around a tenth of the 8,000 people it infected worldwide.

Both patients who have so far been confirmed with the virus suffered kidney failure.

SEVERITY

"Given the severity of the two laboratory confirmed cases, WHO is continuing to monitor the situation in order to provide the appropriate response, expertise and support to its member states," the WHO statement said.

Scientists at the European Centre for Disease Prevention and Control (ECDC), which monitors disease in the European Union, said initial virology results and the separation in time of the only two confirmed cases suggest the infection may have developed from animals. Such diseases are known as zoonoses.

"(It) is quite probably is of zoonotic origin and different in behavior from SARS," the scientists wrote in a "rapid communication" study in the online journal Eurosurveillance.

The WHO's clinical guidance to its 194 member states says health workers should be alert to anyone with acute respiratory syndrome and requiring hospitalization who had been in the Middle East where the virus was found or in contact with a suspected or confirmed case within the previous 10 days.

The U.N. agency has not recommended any travel restrictions in connection with the new virus, but said it was working closely with Saudi authorities on health measures for Muslims making the haj pilgrimage to Mecca.

Health experts said rapid progress has already been made in figuring out the nature and genetic makeup of the new coronavirus, and in the development of sensitive and specific diagnostic tests.

The WHO said it is working with laboratories in various countries to make these tests available as quickly as possible.

Movie Blog: 'Renegade' Filmmakers @ The Walker ? CBS Minnesota

Since they flickered onto history, movies have been shot, cut and massaged into many different forms. Some of these forms ? feature films, documentaries, toilet paper commercials ? are familiar to us. They seek to tell us stories, make us to buy things. But there are other films, often overlooked, that seek to visually express something different and harder to define.

The Renegades: American Avant-Garde Film, 1960-1973, an exhibit now open at the Walker Art Center, celebrates these other films, some of which seem to be in categories all their own. Until January, museumgoers can walk the exhibit and watch six movies by filmmakers from various cells of the homegrown avant-garde. Watching the movies takes much less than two hours. Indeed, in most cases, you don?t have to watch the entire film to figure out if what you?re seeing ? light on a lemon, industrial dreamscapes, fireworks over bare breasts ? says something to you.

That?s the thing about these movies: they suggest feelings, thoughts. They don?t tell you directly if an image (or wash of images) is sad or electrifying, scandalous or pacifying. In this way, the movies are elusive and, in some cases, more than mildly rewarding. Below are descriptions (initial impressions, really) of each film in the exhibit.

Lemon

Filmmaker: Hollis Frampton
Made: 1969

Lemon is delightful. The 8-minute movie is one still shot of a lemon, the surface of which is glazed by various washes of light and shadow. The image welcomes you to the exhibit together with the nostalgic sound of a running projector. And after a few minutes, Lemon ceases to show a fruit,? offering instead something like a crescent moon, or a weird, soft piece of space debris. At one point, there?s even an eclipse. Or, at least, so it seemed to me.

Serene Velocity

Filmmaker: Ernie Gehr
Made: 1970

Ever play Valve?s Portal 2 and get trapped for a bit between two portals in a small space? If so, you?ll know the feeling Serene Velocity gives. The movie is 23-minutes of a fluorescent-light lit hallway shown in two perspectives, near and far. The movie jumps between those two perspectives, giving the viewer a constant feeling of movement, something akin to teleportation. It?s mesmerizing, in a way.

My Name Is Oona

Filmmaker: Gunvor Nelson
Made: 1969

This 10-minute, black-and-white picture-poem is perhaps the most human of the movies. It shows images of the filmmaker?s daughter, Oona, flowing over and into each other as the girl runs around and wrestles with another child. It?s pretty (full of smiles and snowscapes), but its soundtrack is slightly disturbing. You just hear the name ?Oona? over and over again, like a softly distorted pulse.

Three Screen Ray

Filmmaker: Bruce Conner
Made: 2006

I?m not sure if Three Screen Ray was my favorite ?Renegade? film or just the most entertaining. The black-and-white movie seems to explore and make fun of sex with its mashed-up images of cartoon canons going off and fireworks exploding over naked women. The work plays on three separate screens, each of which holds its own cut-up, irregular set of images. Enlivening the entire work is Ray Charles? ?What I?d Say.? If there?s one ?Renegade? you see, make it this.

Mothlight

Filmmaker: Stan Brakhage
Made: 1963

Mothlight is a phoenix-like film. It takes a bunch of dead things and makes them live again on screen in an erratic, ochre-colored, 4-minute waterfall. Brakhage made the movie by pressing moth wings, leaves and other organic matter between two pieces of Mylar tape, re-photographing it and then running it through an optical printer, the Walker says. The images are what the writer Vladimir Nabokov, a superb lepidopterist, might have seen in dreams.

Castro Street

Filmmaker: Bruce Baillie
Made: 1966

Castro Street is the filmmaker?s attempt to create a portrait of a place. In this case, it?s a street near an oil refinery in California. The 10-minute movie is a wash of industrial images (duplicated, crisscrossing) reminiscent of documentaries seen in elementary school, but stained with various flavors of Kool-Aid. The audio track is similarly trippy.

?The Renegades? opened on Sept. 20, and it runs until Jan. 6. And on Thursday nights throughout the coming months, the Walker is hosting ?Renegade? lectures and screenings, hosted by artists and those that fostered avant-garde movies. The schedule is below. All of the screenings start at 7:30 p.m.

Oct. 18: Minneapolis-based artist Cameron Gainer hosts a showing of short works by Stan Brakhage.

Nov. 29: Sally Dixon shows works done by filmmakers she helped foster.

Dec. 20: Former Walker curator Melinda Ward hosts a showing of game-changing American short films.

Jeanne Cooper still thriving on daytime TV

(AP) ? Betty White isn't the only woman of a certain, ahem, older age still thriving on television.

Jeanne Cooper is right there with her.

Cooper plays wealthy Katherine Chancellor on "The Young and the Restless," which aired its 10,000th episode Thursday. She joined the CBS soap a few months after it debuted in March 1973, and is its longest-tenured cast member.

Cooper, who turns 84 next month, shows no signs of slowing down.

She said this week: "What would I do? I'm no good at crocheting. My fingers would bleed."

Like White, who is 90, Cooper authored a book about her career titled "Not Young, Still Restless." At a recent signing, the grandmother of eight said some fans stayed the entire evening, awed at meeting the grand dame of fictional Genoa City, Wis.

"I'm very motivating for some people," said Cooper, who makes infrequent public appearances. "It's a character, as rich as she is, that has ordinary problems. If you impress one person to a better way of living, you've transferred what you should do."

Cooper recalled a recent visit to the Department of Motor Vehicles to get new plates for her car. The employee behind the counter whispered to her, "I know who you are."

"It has its perks being Mrs. Chancellor," she said, laughing, "and if I have to use it, by golly, I'll use it. I'm through standing in lines at my age."

While other soaps' ratings have dwindled or the shows have been canceled as the daytime audience has shrunk, "Y&R" has been TV's top-rated soap since December 1998. Cooper attributes its success and longevity to the writing that created likeable characters.

"That's the mainstay of the show," she said. "You've always been able to become involved, whether you were wealthy or whatever your status is, our show hit the human being."

"The Young and the Restless" will celebrate its 40th anniversary in March. New executive producer Jill Farren Phelps, who previously oversaw "General Hospital," and new head writer Josh Griffith are cooking up story lines that include the return of Jess Walton, who plays Jill, later this fall, and emotional, professional and surprising physical challenges for the Newman family.

"Jill is making it a little sharper to meet the demands of where things are today in the world of very fast films and lazy minds," Cooper said.

One of Cooper's proudest moments was when her real-life facelift was televised on the show in 1984 as her character underwent the surgery at the same time. Call it TV's first "extreme makeover" in daytime.

"It opened up reconstructive surgery for so many people, youngsters getting things done," she said. "To this day, people will come up to me and say, 'Thank you so much for doing that. My mom or I had something done, and not just cosmetic surgery.' That was an incredible experience in my life."

Unlike a lot of actors, Cooper fesses up to having had her eyes done and a slight chin tuck. Three days a week, her trainer arrives at her hilltop home in Los Angeles at 6 a.m. to put Cooper through stretching and exercises.

"Then I get my tush to work," she said in her famous throaty laugh.

If Google-lovin' Koreans were a little jealous after seeing Eric Schmidt turn up in Japan with a Nexus 7-shaped gift under his arm, they needn't be. It looks like the Executive Chairman brought another one along with him on his Asian travels. It wasn't just the hardware that came along for the ride either, with The Next Web reporting that the firm also made movies available in the countries edition of Google Play. The Korean asking price will be a reported KRW 299,000 (about $267) for the 16GB edition, a smidgen less than its neighbor's (¥19,800 / $312). We suspect, though, not quite enough to warrant a ferry ride.

audreymiller 300x265 Woman Protects Cat From Husband By, er, Shooting HimApparently, Audrey Miller (pictured) was arguing with her husband when he threatened to shoot one of her beloved cats with a pellet gun.

Her response? She shot him in the stomach instead.

This all happened in Harris County, Texas. Luckily, the husband is currently in stable condition after surviving the surgery to repair the damage the .40 caliber handgun did to him.

Now, I don?t condone shooting most of the time. But I also don?t condone threatening pets with violence. After all, they are smaller than we are and trust us to take care of them.

Still, I don?t condone the shooting. Really.

Hague meets Ecuador's top diplomat in U.S. on Assange

UNITED NATIONS (Reuters) - Foreign Minister William Hague sought on Thursday to allay his Ecuadorean counterpart's concerns about the fate of WikiLeaks founder Julian Assange, saying Britain's extradition law has "extensive human rights safeguards."

Assange has been holed up in the Ecuadorean Embassy in London since June to avoid extradition to Sweden to face rape and sexual assault allegations.

His lawyers and Ecuador's government fear that could lead to extradition to the United States, where he could face charges stemming from WikiLeaks' publication of thousands of U.S. diplomatic cables that laid bare Washington's powerbroker manoeuvres across the globe.

Hague met with Ecuadorean Foreign Minister Ricardo Patino on the sidelines of the U.N. General Assembly to discuss the case.

"Both Ministers agreed that they were committed to the search for a diplomatic solution to Mr Assange's case. They were willing to meet again at this level in due course to continue these exchanges," Hague's spokesman said in a statement.

Britain says it is legally obliged to extradite Assange to Sweden, and that it will not allow the 41-year-old Australian to leave the embassy and travel to the South American country.

Pantino attended an event in New York on Wednesday at which Assange spoke via video link from London. Assange lashed out at U.S. President Barack Obama for supporting freedom of speech in the Middle East while "persecuting" his organization for leaking diplomatic cables in 2010.

Ecuador wants Britain to give Assange written guarantees that he would not be extradited from Sweden to any third country. Ecuador and Assange's lawyers say that if he was extradited to the United States from Sweden he would face "inhumane" prison conditions and even the death penalty.

"The Foreign Secretary described the extensive human rights safeguards in UK extradition law. He requested the Government of Ecuador to study these provisions closely in considering the way ahead," Hague's spokesman said.

"The Foreign Secretary told Minister Patino that the UK was under an obligation to extradite Mr Assange to Sweden. The concept of 'diplomatic asylum,' while well-established in Latin America, did not feature in UK law," he said.

In an interview with Reuters on Wednesday, Patino made clear that Ecuador is not willing to cede much ground. "The ball's in their court right now," Patino said.

Patino held in his hands a mimeographed copy of an 1880 agreement signed between Britain and Ecuador, which he said prohibits extradition in cases likes that of Assange. He said he planned to show the document to Hague.

100,000 usernames, passwords exposed by IEEE

IEEE, a worldwide organization of engineers, computer scientists and researchers, inadvertently exposed the usernames and passwords of 100,000 of its members, nearly 25 percent of its total?membership.

The discovery was made by Radu Dragusin, a teaching assistant in the University of Copenhagen's Department of Computer Science, on Sept. 18.

"Among the almost 100,000 compromised users are Apple, Google, IBM, Oracle and Samsung employees, as well as researchers from NASA, Stanford and many other places," Dragusin writes on?his blog.?

Dragusin said he did not make the "raw data" available to anyone but IEEE. In a statement to NBC News Wednesday, the organization confirmed the problem, but said it has "conducted a thorough investigation and the issue has been addressed and resolved."

The IEEE is also "in the process of notifying?those who may have been affected," a spokesperson for the group said, advising them to change their passwords, and apologizing to members for what happened.

Lest you think that engineers and scientists would?probably have lockbox-tight passwords, that doesn't appear to be the case. Dragusin did an analsyis of the exposed passwords, and surprisingly, some?of them were the?all-too-common and not-advised choices?including: "password," "123456," "abcd1234," "12345678" and "1234567890."

In describing what he does, Dragusin says he is working on a specialized search engine to help "clinicians aid in the diagnosis of rare diseases. For the future, I am looking for something exciting to do." It looks like he may have found it.

Inspectors publish report on how colleges improve | FE Week

Unrealistic self-assessments with little or no critical insight, plus unexpected job cuts, show up time and again among poorly performing colleges, according to a new Ofsted report.

How Colleges Improve also warned colleges about the dangers of paying too much attention to building projects and mergers.

The report, which was released last week, also highlighted inconsistent tracking of learner progress, financial instability and defensive, inward-looking colleges being slow to accept change or to act when data showed decline.

Weaker colleges, the report added, often had a high proportion of temporary staff who were not properly managed.

In outstanding and improving colleges, staff were more willing to accept change and could easily describe what their college stood for?

And, mirroring the ?Deptford not Delhi? fears of chief inspector Sir Michael Wilshaw that featured in FE Week a fortnight ago, there were also question marks over colleges? ?quest for new and fresh business, especially, abroad?to the detriment of current learners?.

But the report, commissioned by the Learning and Skills Improvement Service (LSIS) and Ofsted, also listed where colleges had got it right.

Successful colleges, it said, had strong governance and management as well as a clear vision and direction. And good and outstanding colleges were not afraid of the self-assessment process ? even if it was self-critical.

Ofsted?s national director for learning and skills, Matthew Coffey, said: ?Successful colleges always had strong leadership and management and the importance of this cannot be underestimated.

?All the elements of this report are inextricably linked to the actions and behaviours of leaders and managers and the example they set.

?In outstanding and improving colleges, staff were more willing to accept change and could easily describe what their college stood for. As a result, leadership teams were better placed to act decisively to tackle underperformance and secure improvement.?

Rob Wye, LSIS chief executive, said: ?This report confirms that the importance of outstanding leadership and management, underpinned by informed governance, cannot be underestimated.

?It is also clear that robust and honest self-review and reflection is a vital ingredient of any provider?s improvement journey. The evidence in this report confirms what many will have thought for a long time ? that the best colleges are those where the teaching, learning and assessment delivers excellent results that match the needs of learners, employers and the local community.?

The report was welcomed by the Association of School and College Leaders. Its colleges spokesperson, Stephan Jungnitz, said: ?I?m pleased the report recognises the pivotal role of college leaders in driving forward institutional success, as well as the complex and demanding range of areas they have to deal with, from buildings and finance to teaching and learning.

?As we well know, each college is unique and the road to success will be different for each ? there is no magic formula. Having said that, the insights in the report will be useful to college leaders.

?For many, it will reinforce what they instinctively already know about improving their institutions.?

IMF and World Bank Announce US$2.1 Billion Debt Relief for Guinea

WASHINGTON, September 26, 2012/African Press Organization (APO)/ -- The International Monetary Fund (IMF) and the World Bank's International Development Association (IDA*) have decided to support US$ 2.1 billion in debt relief for Guinea, representing a 66 percent reduction of its future external debt service over a period of 40 years.[1]

The Boards of Directors of both institutions[2]determined that Guinea has made satisfactory progress in meeting the requirements to reach the completion point under the Heavily Indebted Poor Countries (HIPC) Initiative, the stage at which the HIPC debt relief becomes irrevocable and the country will benefit from the Multilateral Debt Relief Initiative (MDRI).

The requirements met by Guinea included, among others, the preparation and satisfactory implementation of a Poverty Reduction Strategy Paper (PRSP), the maintenance of a sound macroeconomic policy framework, the improvement of a poverty database and monitoring capacity, the publication of annual reports on the activities of the Anti-Corruption Agency, an increase in gross enrolment rates in primary schools, and an increase in immunization rates for children. Guinea was granted a waiver on the trigger related to audits of large government procurement contracts, as the broad objective of this requirement was achieved and implementation has improved.

?Reaching the HIPC completion point represents an important achievement for Guinea. It reflects the significant progress made in economic management following the first democratic elections in December 2010,? said Harry Snoek, IMF mission chief for Guinea. ?Reaching the completion point will help Guinea allocate more resources for poverty reduction and economic growth. Sound macroeconomic management will remain critical after the completion point to make the most of Guinea's abundant mining resources and other growth potentials,? Mr.Snoek said.

?Full debt relief is a tremendous development opportunity for Guinea, as this will help the country achieve economic stability and devote more resources to reduce poverty,? said Ousmane Diagana, World Bank Director for Guinea. ?We will continue to support Guinea in strengthening financial management, transparency and accountability to turn debt relief into visible development outcomes such as better health, education, environmental preservation and infrastructure for sustainable and inclusive growth,? Mr. Diagana said.

Of the resulting reduction of about US$2.1 billion, about 70 percent will come from multilateral creditors, and the remaining from bilateral and commercial creditors. MDRI relief provided by the World Bank's IDA and the African Development Bank Group would save Guinea US$964 million in debt service over 40 years. There remain no loans eligible for MDRI relief from the IMF.

Full delivery of debt relief (HIPC Initiative, MDRI, and additional bilateral assistance at the completion point) will considerably reduce the debt burden of Guinea. The annual external debt service will fall by 70 percent, from an average of US$170 million for the period 2012-2021 to US$49 million. Nevertheless, both the IMF and the World Bank consider that the improved Guinea's debt indicators will be sensitive to export levels and the terms of new external financing, underlining the need for sound macroeconomic management, further progress with structural reform, and strengthened debt management.

Guinea becomes the 34th country to reach the completion point under the HIPC Initiative. The completion point marks the end of the HIPC process, which started in 2000 when the Executive Boards of the IMF and the World Bank's IDA agreed that Guinea had met the requirements for reaching the decision point, the stage at which countries start receiving debt relief on an interim basis.

The HIPC Initiative. In 1996, the World Bank and IMF launched the HIPC Initiative to create a framework in which all creditors, including multilateral creditors, can provide debt relief to the world's poorest and most heavily indebted countries to ensure debt sustainability, and thereby reduce the constraints on economic growth and poverty reduction imposed by the unsustainable debt-service burdens in these countries.

To date, 36 HIPC countries have reached their decision points, of which 34 (including Guinea) have reached the completion point.

The MDRI. Created in 2005, the aim of the Multilateral Debt Relief Initiative is to reduce further the debt of eligible low-income countries and provide additional resources to help them reach the Millennium Development Goals. Under the MDRI, three multilateral institutions ? the World Bank's International Development Association, the International Monetary Fund and the African Development Fund-- provide 100 percent debt relief on eligible debts to qualifying countries normally at the time they reach the HIPC Initiative completion point.

* The World Bank's International Development Association (IDA), established in 1960, helps the world's poorest countries by providing loans (called ?credits?) and grants for projects and programs that boost economic growth, reduce poverty, and improve poor people's lives. IDA is one of the largest sources of assistance for the world's 81 poorest countries, 39 of which are in Africa. Resources from IDA bring positive change for 2.5 billion people living on less than $2 a day. Since 1960, IDA has supported development work in 108 countries. Annual commitments have increased steadily and averaged about $15 billion over the last three years, with about 50 percent of commitments going to Africa.

Report: Premium hikes for top Medicare drug plans

(AP) ? Millions of seniors enrolled in some of the most popular Medicare prescription drug plans face double-digit premium hikes next year if they don't shop for a better deal, says a private firm that analyzes the highly competitive market.

Seven of the top 10 prescription plans are raising their premiums by 11 percent to 23 percent, according to a report this week by Avalere Health.

It's a reality check on a stream of upbeat Medicare announcements from the Obama administration, all against the backdrop of a hard-fought election. In August, officials had announced that the average premium for basic prescription drug coverage will stay the same in 2013, at $30 a month.

The administration's number is accurate as an overall indicator for the entire market, but not very helpful to consumers individually since it doesn't reflect price swings in the real world.

"The average senior is going to benefit by carefully scrutinizing their situation, because every year the market changes," Avalere President Dan Mendelson said. Avalere crunched the numbers based on bid documents that the plans submitted to Medicare.

The report found premium increases for all top 10 prescription drug plans, known as PDPs. However, the most popular plan ? AARP MedicareRx Preferred ? is only going up 57 cents per month nationally, to $40.42 from the current $39.85.

President Barack Obama's health care law does not appear to be the cause of the increases. Indeed, the law is improving the prescription benefit by gradually closing a coverage gap called the "doughnut hole," which catches people with high drug costs. Instead, the price hikes appear to be driven by market dynamics, and some insurers are introducing new low-premium options to gain a competitive advantage on plans that are raising their prices.

The seven plans with double-digit premium increases were: the Humana Walmart-Preferred Rx Plan (23 percent); First Health Part D Premier (18 percent); First Health Part D Value Plus (17 percent); Cigna Medicare Rx Plan One (15 percent); Express Scripts Medicare-Value (13 percent); the HealthSpring Prescription Drug Plan (12 percent); and Humana Enhanced (11 percent).

Another two plans in the top 10 also had single-digit increases. They were the SilverScript Basic (8 percent) and WellCare Classic (3 percent).

On the plus side for consumers, a major new low-cost plan entered the market. Premiums for the AARP MedicareRx Saver Plus Plan will average $15 a month nationally, although it won't be available everywhere. That's $3.50 less than the current low-cost leader, the Humana Walmart plan, whose premiums are rising to $18.50.

The new AARP plan is run by UnitedHealth Group Inc., the nation's largest health insurance company. United pays AARP for the right to use its name on a range of Medicare insurance products, a successful business strategy that has proven lucrative for both partners. When Humana and Walmart teamed up to offer their low-cost plan in 2011, United felt the competition.

"There is a real focus on the premium in this market," Mendelson said. "If a plan fields an offering with a low premium, it knows it can capture a significant number of customers."

Medicare spokesman Brian Cook did not dispute the Avalere estimates. "We continue to encourage seniors to shop around and find the plan that works best for them," he said.

Medicare's open enrollment season starts Oct. 15, and beneficiaries have a wide variety of choices of taxpayer-subsidized private prescription plans. Seniors and family members can use the online Medicare Plan Finder to input individual prescription lists and find plans in their area that cover them.

About 90 percent of Medicare's nearly 50 million beneficiaries have some form of drug coverage, with more than 17 million enrolled in private plans through the prescription drug program. Of those, 14 million are in the top 10 plans.

The Avalare numbers, released Monday, do have one silver lining for the Obama administration. When the projections are tweaked to account for seniors switching to lower-cost coverage, premiums for 2013 are likely to remain steady.

Separately, the administration recently announced that average premiums for Medicare Advantage insurance plans will barely inch up next year on average, while enrollment in the private medical plans will continue to rise. Many Medicare Advantage plans also combine prescription drug coverage in one package deal.

But the biggest premium announcement is yet to come.

Virtually all seniors pay the Part B premium for outpatient care, including those with traditional Medicare as well as those in private plans. Currently $99.90 a month, the Part B premium is expected to rise by about $7 for 2013, according to the government's own projections.
